panels from drop down box

Hi

i have some panels on my page.

In panel one a series of txtboxes and a dropdown box that contains numbers 1-5

if the user selects a number (say 3) when the NEXT button is clicked i want to display 3 panels. (the panels created will be like sub forms, by this i mean that the number selected from dropdown box represents number of departments. so if it is 3 then i want the user to now enter info about each department inside the 3 new panels) hope this makes sense.

How do i do this?
